Episode 27 was never broadcast and was released as an OVA. Which means that people actually went out and spent good money on a DVD containing only a worthless clip show. It also appears that there has been more that one boxed set released. The "ThinPak" version includes 7 DVDs plus a soundtrack CD. As I said above, the only thing even slightly worthwhile on the seventh DVD is the humorous short segment. After reading the ANN listings more carefully, it appears that you are right.
